Concessions dep. will stay at $125.00; four games are required for one player and  one extra game per player in program; four will be devoted to concessions, open skating, time clock, book keeper and ice patrol.

Player Assignment Policy

 I.   Assignment Policy

      A.  It is the policy of the Blue Line Club that each player will register in the MAHA defined divisions based on age.

 B. Each player will play in those divisions unless he/she meets the criteria identified below.

 C. The Board of Directors will have the final word on any appealed decisions. (See II. C. 1. Below)

 II.   Assumptions and Conditions

A. Team Composition - Recommendation

1.      Maximum number of players - two goaltenders & three lines, seventeen players.

2.      Minimum number of players - one goaltender & two lines, eleven players.

3.   The above maximum and minimum are guidelines only. It may be desirable to have more than the recommended maximum and/or necessary to have less than the recommended minimum.

 B. Playing Time Objectives

 1.      Popsicles - Equal time for all players.

2.   Ice Mites - Equal time for all players.

3.      Squirts - Equal time for all players, except the last minute of the first and second periods and the last two minutes of the third period.

4.      PeeWees - Minimum of one shift per period per player.

5.      Bantams - Minimum of two shifts per game per player.

      (** For PeeWees and Bantams the playing times are minimums. We encourage the coaches to remember that the Blue Line is a developmental program and that ice time for all players is an important part of their development.)

**Note 1 - Goaltenders time will be split evenly at the Popsicles, Ice Mites, and Squirt Levels. Any player who wishes to try goaltending at these levels should be encouraged to do so.

**Note 2 - Number 2 Goaltenders at the PeeWee and Bantam levels should play at least 15% of the periods available during the season.

**Note 3 - Player time objectives exclude power play, penalty kill, and overtimes.

C. Ely Blue Line Club Facilitators

 1.   The Ely High School Coaching Staff will act as a facilitator to the Blue Line Coaches in resolving any disputes or conflicts that may occur in the player selection process. The decisions of the facilitators will stand while any appeal is brought to the Board of Directors. The Board of Directors decision is final.

 D. Team Selection Process (1 team at an age level)

 1.   All Levels - Age classifications will determine the division of players. If a player is considered to have exceeded his age designated skill level he/she can request to be moved up to the next level. (** See III. Exceptions, Section B)

 E. Team Selection Process (2 teams at a level)

 1.      Squirt Level and below - When there are an adequate number of players to form two teams, the Popsicles, Ice Mites, and Squirts will be as evenly split as possible based on the perceived skill level. If there are problems that the coaches cannot work out, the facilitators can be requested to help in this process.

2.      PeeWee and Bantam Levels- If there are enough players for two teams at either level, the district requires one of the teams must be designated an (A) team. Tryouts will be held for all players in that age group with the head coaches and the facilitators making the team selections based on a player's skill level.

 III. EXCEPTIONS

 A. If there are insufficient numbers of players at the Ice Mite, Squirt, PeeWee, or Bantam Levels to form a team, or two teams, if possible:

 1.   The Ely Blue Line Club may request players to move up to the next higher level.

2.   The players recommended to move up will be selected by the receiving and departing coaches. If an agreement cannot be reached on the players to be selected, the facilitators will be brought in to arbitrate the differences.

3.   The players selected to move up must possess sufficient skills to play at the higher level without incurring a disproportionate risk of injury.

4.      Any request by the Ely Blue Line Club to move up a player requires both the player and his/or her parent's approval.

 B. If a higher skilled player wished to advance beyond his/her age division to the next higher division, then he/she must:

 1.   Not have an opportunity to play at an A level. (We see no reason for a PeeWee A player to move to Bantam B's)

2.      Have the physical skill and mental ability to compete successfully at the higher level.

3.   Be evaluated by the facilitators and judged to successfully be able to compete at that next level. The facilitators, at the requests of the parents and/or coaches, will judge those players on an individual basis.
